COW SYSTEMS: A CONSULTANTS VIEW

When IMCO's intentions with regard to pollution prevention from tankers became known, Y-ARD recognized that many independent owners would require technical support and advice to help them interpret the complex regulations and to arrive at cost-effective workable solutions which would minimize operational difficulties as far as possible. They therefore decided to develop a capability to evaluate, survey, design and oversee ship conversions to comply with the regulations and with owners' economic and operational requirements. This paper draws attention to some of the more important aspects of conversion design and indicates how an unbaised (ie uncommitted to any particular equipment supply) and co-ordinated approach to the interpretation and application of the IMCO requirements can be beneficial to owners.
