ON ESTIMATING TURNING FLOWS AT ROAD JUNCTIONS
In the economic evaluation of road schemes there is a need to estimate turning flows at road junctions when the only information known is the link flows. This paper gives a heuristic method of generating null hypothesis which may be worth considering and testing by experimental evidence.(a) (TRRL)
