An Empirical Study on the Effect of the Average-Speed Camera: Evidence From Gyeongbu Highway in Korea

This study analysed the effect of the average-speed camera in traffic safety and flow with historical data before and after average-speed camera introduction. After introducing a new average-speed camera on a Gyeongbu highway section, some indexes show significant differences. Speeding offence rate was reduced from 11.6~22.9% to 0.2~12.9% and speed variance also reduced from 22.26~27.50km/h to 12.14~15.40km/h (standard deviation). This calm driving makes for a stable traffic flow that can avoid flow breakdown, and average speed was increased from 88.71~95.83km/ h to 88.49 ~ 97.56km/h even if the enforcement restrained the maximum speed. In summary, average-speed camera can be a good solution to make traffic flow not only safely but also effective.
