THE ROLE OF THE LORRIES AND ENVIRONMENT COMMITTEE (LEC) IN ENCOURAGING IMPROVED DISTRIBUTION OF GOODS
This paper was presented at Session 37 - Freight. The lorries and the environment committee is a group of senior executives from local government and the freight transport industry which has wide-ranging terms of reference: (a) to influence and guide investigations, sponsored by government and local authorities, into the fundamentals of freight transport and the requirements of society; and (b) to promote and assist experimentation, new methods and systems of freight movement. It has sought to meet these objectives by sponsoring or encouraging programs of work in many areas including consolidation, goods reception facilities, improved vehicle design, direct distribution in small containers, industrial location, empty running, and a national system of freight complexes. Some of these studies are complete, while others are currently being investigated. This paper discusses the role, objectives, and achievements of the lorries and the environment committee, and attempts to assess some of the wider implications of its work. The emphasis is on making improvements to the distribution of goods in terms of both private and public costs by finding realistic solutions likely to be acceptable to private industry. The paper describes in more detail one of the studies with which the committee is associated - an investigation into the costs and constraints of delivering goods to urban retail premises.
