EXTREME EXAMPLES IN THE RECOGNITION AND ELIMINATION OF ACCIDENT BLACK SPOTS

In Frankfurt a working party has been set up for the purpose of identifying and eliminating accident black spots. In addition to representatives of the traffic department the group also has representatives of the highways and bridges construction department and of the police. Authorised staff belonging to the district authority collect the blue copies of form no. 1 of the traffic accident report and transfer the information to a register. In addition accident diagrams are prepared. As soon as a crossing, junction or length of road is noted as having 3 accidents of the same type with the same conflict point under similar traffic conditions within 12 months, the district official sends details with or without his own proposals for an investigation of the accident spot to the central office of the central accident service. The officials of this office examine the accident diagram and make suggestions for eliminating the black spot, which are discussed at the next meeting of the working party. Finally the traffic department prescribes which measures shall be carried out to reduce or eliminate accidents at that point. The highways and bridges construction department carries the measures out. Five examples are given of how accident black spots may be reduced. (TRRL)
