COLLOQUE ROUTIER D'AQUITAINE, BORDEAUX, 4 OCTOBRE 1978 - IMPACT ECONOMIQUE DES BUDGETS ROUTIERS NATIONAUX, REGIONAUX ET LOCAUX.

The author presents the indirect and direct effects of highway investment, the direct effects concerning road users, economics of transport, indirect effects from the impact which a particular highway operation may have on the activities of the zones served, and in particular in the field of employment, on urban development, land use, and regional planning. The author deals with the role which can be played by the budget as a regulating tool at the level of regional economy and overall economy, and of the constraint placed by this role, of regulation for the programming of investments. He describes the investment effort agreed by the government for modernising the highway network and the complementary role played by the local and regional budgets. He stresses the difficulties arising from the current economic situation and outlines the respective roles of the regions and of the government in planning. (TRRL)
