Strategic Plan for the Rehabilitation of Argentine Rural Roads Applying an Innovative Integral Simulation Model for Economic & Social Project Appraisal (EMRR)

This paper aims to provide an innovative and integral methodology for the elaboration of a strategic plan for the rehabilitation, maintenance and conservation for a rural road network. The plan is economically and financially sustainable and is one that takes into account the possible technical and economic solutions relating to the poor state of the rural roads. It also focuses on the determination of the production benefits and possible social benefits for the local producers in a given country or region. This new approach utilizes common road appraisal project tools, but in a different way from the usual methods that are firmly focused on engineering and economic theory. The “Economic Evaluation Model for Rural Roads (EMRR)” developed sets out an analytical conceptual transport appraisal framework, capable of combining both qualitative and quantitative benefits, based on the interaction between the system of activities and the transport system. It also allows defining a strategic road plan of action, along preset executable cycles. EMRR is incorporated into a software tool that could be used for similar rural roads studies.The field study was conducted in the province of Jujuy, Argentina.
