PLANNING OF AREAS ADJACENT TO THE HIGHWAY
PLANEAMIENTO DE AREAS MARGINALES AL TRAZADA VIAL
The author presents the following premise: the highway affects the area which it serves, and in turn is affected by it. It is important to understand how that interaction is produced and how it can be modified with a view to increasing benefits and reducing negative aspects. The alternative is conflicting and irreparable situations, or burdensome solutions from an economic viewpoint. The road is not an end in itself, but constitutes a means. It must facilitate transport of persons and goods under the maximum conditions of safety, speed, and economy. The areas adjacent to the highway and their zones of influence require a more systemized study, with highway engineers seeking decisions in cooperation with other experts in disciplines related to the study. The author cites examples of such working groups in Argentina. (Author)
