PAVEMENT DESIGN, MAINTENANCE AND THE STRENGTHENING OF ROADS

The author describes the various elements to be taken into consideration in deciding the composition and thickness of each of the layers of a pavement. He also calls for a consistent, objective maintenance policy integrated in an overall scheme that comprises initial design, maintenance and economic management of the road network. Implementation of such a policy involves: survey and analysis of pavement condition; aids to decision-making (maintenance standards, road data bank, costing accounting); decision making (assessment of needs, economic analysis of cost and returns, maintenance policy and planning); and maintenance technqiues (choice of materials and techniques in relation to local conditions, and personnel training). He concludes by describing technical and traffic-related factors to be considered in road strengthening programs. (Author)
