Public and Private Benefits of Autonomous Vehicles

This paper considers the benefits which may be enabled by widespread adoption of autonomous vehicles (AVs). The private benefits would encourage people to purchase AVs and use shared AV services, while the public benefits would form the basis for new public policies supporting and accelerating AV deployment. Preliminary estimates indicate that if AVs were deployed now in most of the conventional vehicle fleet, the measurable economic benefits could be worth up to $800 billion per annum. The authors' projections assume that the entire fleet of automobiles and trucks will be replaced with AVs by 2050, and according to the authors' scenarios for the 32 years between 2018 and 2050, the value of AV benefits could approach $6.3 trillion, twice to four times the value created by the Interstate Highway System over its f40 years of construction from 1956 to 1996. AVs would lead to reduction in traffic accidents, greater energy security and environmental benefits and better access to medical treatment for the large segment of the public that currently lacks adequate transportation, thus improving the quality of life and mental well-being for elderly and handicapped persons.
