An Approach Towards Emergency Management System for Indian Cities
Every year disasters like road accidents, fire, earthquakes, etc., cost a loss of thousands of lives and resources worth millions. The time just after the occurrence of such an emergency is considered as golden or precious time. The proper utilisation of the available resources in these golden hours can save money and lives. Indian cities with their high population densities and their unplanned nature are susceptible to huge losses in case of any emergency. The paper presents a methodology to develop Geographic Information Systems (GIS) based Emergency Management System (EMS) for the Tier-II Indian cities. GIS, due to its ability to provide storage, graphical representation and analysis of information of large data, makes it one of the most popular platforms to develop Intelligent Transportation Systems all over the world. The paper presents a comprehensive framework comprising a system architecture, development methodology, and salient features of a GIS based EMS. The proposed system is able to provide the information about the different emergency services. The system gives the shortest routes, closest facilities and service area information, thus it can be utilized by the officials for the management of different resources and by the citizens to get the information about the different emergency facilities of the city.
