Adapting Finland Traffic Lab Public-Private Partnership (PPP) Model in ICT Based Road Traffic Databank Development in Nigeria

One of the greater challenges of road transport planning in Nigeria, aside from the paucity of funds, is the total lack of reliable historic and real time data. Hence, it has been very difficult, if not impossible, to project, forecast and consequently minimize the noticeable transport externalities of road accidents, road transport energy consumption, auto induced air and noise pollution, traffic delays and congestion, and demand management, among others in the country. The rebasing of the Nigerian economy as first in Africa, as well as the increasing rate of urbanization, are enough assurances that the above highlighted road transport externalities will continue to aggravate, especially in urban centres, as long as transport planners and authorities do not have access to adequate and reliable data for appropriate transport planning and investment in Nigeria. However, there is the integration of real-time traffic data collection and utilization opportunities offered by the vibrant and ever growing Information and Communication Technologies (ICT) sector of the Nigerian economy into road transport planning and investment issues in Nigeria. This integration is recommended for building a unique, mobile and accessible electronic based road traffic databank infrastructure in Nigeria. The Finland Traffic Lab Public-private funding option, whereby Finland transport authorities and companies and private ICT companies collaborate in building an electronic based system for collection, exchange and utilization of real time road traffic data, is equally recommended for financial sustainability of an adaptation of the Finland Traffic Lab model in Nigeria.
