Tools for a Smoother Ride: Managing Rail Assets and Leveraging Competition
This report examines current U.S. policy and practices in rail transit maintenance based on interviews with public and private stakeholders. Sections include (1) rail modes and maintenance approaches, which includes data on rail transit systems in the U.S., their primary method of maintenance of way (MOW) (in house staff, private contractors, or separate ownership), and average annual expenses; (2) track maintenance and labor including an examination of wages for MOW private and public-sector workers in the San Francisco Bay Area; (3) track maintenance and procurement; and (4) recommendations for better rail maintenance.
