WHAT'S HAPPENING TO STATE HIGHWAY FINANCE, A STATUS REPORT

What can be done -- what is being done -- to offset the impact of inflation on highway construction? The Highway Users Federation, in an attempt to find out, recently conducted a review of state highway finance that included interviews with officials, legislators and businessmen in several states. The review, highlights of which are included in this report, concentrated on the adequacy of traditional methods of state highway finance, as well as new systems which are being advocated with increasing frequency. While admittedly not exhaustive, the Federation's review does bring to light certain factors. First, most states are considering changes in their highway finance structure. Some new approaches carry with them serious, inherent problems. Others indicate a shift in thinking about where major responsibility for roads should lie. Second, the stirring throughout the states on the funding issue poses a challenge to the entire highway community, including those who rely on the roads, those who administer them, those who decide financing questions and the industries that help produce road revenues.
