Connected Vehicles, Connected to What?
Vehicles are becoming ever more connected, the Google Car promises driverless mobility for all. What does that mean for road network operators who are responsible for outcomes such as safe roads and network availability, whose programmes and policies move at a relatively slow pace? How can they harness these developments and evaluate the potential impacts on network operations and performance? This paper considers the potential impact of Connected Vehicles for road network operators. It poses questions around Institutional issues, governance, responsibilities and liabilities and suggests an appraisal model to facilitate the safe, efficient and effective introduction of connected vehicles onto road networks.
