NCHRP Synthesis 504: Strategic Program Delivery Methods
A recently released National Cooperative Highway Research Program (NCHRP) synthesis report focuses on strategic program delivery methods. Through a literature review, survey of 50 state departments of transportation, content analyses, and case studies, researchers discovered that the success of program delivery depends on sound policies and procedures that address organizational approaches, staff requirements and outsourcing, alternative contracting methods (ACMs), and program management. This articles outlines the key challenges of program delivery, effective practices, and knowledge gaps. Effective practices documented in the report include: a case-by-case approach; a corridor approach; use of ACMs; risk management; and incorporating performance measures.
