Preparing Communities for Autonomous Vehicles

This document summarizes discussions from a symposium held on October 6, 2017 at the National League of Cities headquarters in Washington, DC. Eighty-five participants discussed the potential benefits and negative impacts of autonomous vehicles on communities. The symposium was convened by the American Planning Association, the National League of Cities, Mobility Lab, George Mason University, Mobility e3, the Eno Center for Transportation, and the Brookings Institution. The report begins with an overview of autonomous vehicle levels, types, and current federal and state policy. Notes from the symposium cover topics such as equity, access, land use, and scenario planning. A framework for AV planning is presented including regulations, standards, and incentives; site design and development; and public investment. Finally, future research needs are outlined.
