Assessing the Impact of Roadway Rehabilitation on Small Businesses
Although transportation improvements have many long-term benefits to a community, they can pose serious challenges to surrounding local small businesses in the short-term. Construction can disrupt traffic patterns, patrons’ accessibility to businesses, and produce negative impacts on sales revenues. This paper provides a review of academic and practitioner work that consider the short-term construction effects on business activities. Using data from a traffic improvement project and fine-grain time series on businesses located in a major urban arterial, this study develops an evaluation framework that practitioners can quickly adopted to sketch-evaluate the potential impact of construction closures or diversion on business sales and employment.
