A Target Population for Automatic Emergency Braking in Heavy Vehicles
This report develops a target population for Automatic Emergency Braking systems in vehicles with a gross vehicle weight rating (GVWR) over 10,000 pounds. This technology detects potential frontal crashes and warns the driver and/or engages vehicle braking when it senses a crash to be imminent. The authors develop a detailed description of the crashes they think could be addressed by the technology, using a conservative approach that, if anything, underestimates the affected population. Adjusting for recent regulations, our affected population comprises 11,499 crashes annually. These 11,499 crashes involve 7,703 injured people, 173 of whom were killed. Of course, the chief value of this body of work lies not in these figures, which after all provide only upper bounds to the benefits, but rather in the detailed descriptions of affected crashes and subpopulation breakouts that have traditionally fed into benefits estimation.
