INCENTIVES FOR SAFETY
The hazards to shipping posed by undermanning and inadequately trained crews are discussed. Remedies proposed are-international standardization of manning requirements and crew qualifications, periodic checking of officer qualifications, and inclusion of equipment and design features that enhance safety. It is recommended that financial incentives in the form of reduced insurance premiums be given to well officered and manned ships.
