The Role of Private Investment in Meeting U.S. Transportation Infrastructure Needs
In this report, the author, publisher and editor of "Public Works Financing" newsletter, examines the history and evolution of transportation public-private partnerships (P3s) in the U.S. Topics covered include: risk transfer options in alternative procurements, what transportation P3s can do, and challenges to U.S. transportation P3s. Charts are provided listing P3 projects in the U.S., 1989-2011, and Canada, 1993-2010. The report concludes with a look at the future of P3s including recommendations for increasing private investment in transportation projects. An appendix includes lessons learned from the P3-financed work underway to convert high occupancy vehicle (HOV) lanes into high occupancy toll (HOT) lanes on the I-495 Capital Beltway in Fairfax County, Virginia.
