Illinois DOT Transportation Asset Management Gap Analysis and Implementation Plan

Illinois Department of Transportation (IDOT) conducted a transportation asset management (TAM) gap assessment for highway assets as part of a Federal Highway Administration (FHWA) project. The FHWA is assisting 15 state DOTs with this type of assessment. IDOT’s objectives for the assessment were to compare current practices with state-of-the-art best practices used in other states, identify and prioritize gaps in these practices, and define a set of activities to address the most significant gaps. This report documents the results of the gap assessment and provides guidance for implementation. This report is organized as follows: Section 2 defines asset management and presents a series of business needs that reflect best practices; Section 3 summarizes current asset management practice at IDOT; Section 4 establishes a vision and goals for implementing transportation asset management; and Section 5 recommends an asset management work plan with practical implementation steps that support the vision and goals.
