Driverless Future: A Policy Roadmap for City Leaders
This report focuses on cities and autonomous vehicle (AV) technology. It begins with an overview of ridesourcing, ridesharing, and AVs. Next, New York City, Los Angeles, and Dallas are used as case studies to forecast potential shifts from private car ownership to AV ridesourcing/ridesharing. It is projected that the New York City Metropolitan Statistical Area (MSA) area could experience a shift of 46% to 60% (2.4 million to 3.6 million cars) from personal vehicle commuting to AV ridesourcing exclusively or to a mix of AV ridesourcing and AV ridesharing. The Los Angeles MSA could experience a shift of 36% to 44% (1.8 million to 2.2 million) and the Dallas MSA area could experience a shift of 21% to 31% (0.6 million to 0.9 million). Impacts to cities from this potential modal shift are outlined and include increased competition for public transit, reduced demand for parking, and an increase in mixed-use development. The challenge of equity and inclusion of disadvantaged populations is also discussed. Finally, policy objectives for cities to best incorporate driverless technology are suggested including: prioritize and modernize public transit, leverage technology, implement dynamic pricing, plan for mixed-use neighborhoods, design adaptable parking, and provide equitable access to new jobs and services.
