The impact of the introduction of paid parking at a local retail precinct: a case study of the Yarraville Village paid parking scheme

The impact of parking pricing in Yarraville Village (a local retail centre in Melbourne Australia containing 107 shops and a film theatre) was explored. The Maribyrnong City Council (MCC) implemented paid parking in this retail precinct at the end of August 2015. The paid parking was in operation for three months until a moratorium was imposed by MCC at the start of December 2015. Parking patrol studies before and after the introduction of paid parking was conducted. Changes in parking patterns in and around the retail centre were observed during this time. The impact of paid parking was measured by recording parking utilisation levels and calculating the elasticity of parking demand. The elasticity was found to range from -0.17 to -0.34 by day of week and -0.17 to -0.38 by time of day. The utilisation of parking surrounding the paid parking area showed an overall decrease of 4%. An analysis of the most common types of parking infringements before paid parking, during paid parking and during the paid parking moratorium revealed the number of “stopping in a no stopping area” infringements declined during paid parking. Infringements for “stopped in a loading zone” also declined during paid parking, but rose to exceed pre paid parking levels during the moratorium. Although “failed to pay and pay attention to signage” infringements also increased during the moratorium, the infringements did not reach pre paid parking levels. A preliminary study of resident travel choice behaviour using a random household questionnaire of surrounding suburbs showed a decrease in the usage of cars to access the shopping centre. It is concluded that parking pricing has a short term impact on shopper behaviour. The medium and long term impacts require further investigation.
