On the City Planning Roads in Important Preservation Districts of Traditional Buildings

重要伝統的建造物群保存地区における都市計画道路に関する研究

The historical cities such as Important Preservation Districts of Traditional Buildings are getting popular than ever before. However, the city planning roads in historical cities are not focused yet. On the other hand, facing at the changes of social-economical structure, the city planning roads network has been positively reviewed in many cities. This study aims to make it clear how to deal with the city planning roads in the Important Preservation Districts of Traditional Buildings. The authors showed the common patterns of the city planning network in such area and sent the questionnaires to the municipalities which have the city planning roads in such important preservation districts, and analyze the change and disuse of city planning roads.近年、歴史まちづくり法が施行されるなど、歴史的な都市が注目を浴びている。歴史的な都市の面的保存については、重要伝統的建造物群保存地区(重伝建地区)制度が確立され、重伝建地区は今後の更なる都市の魅力向上の大きな鍵を握っている。しかし重伝建地区などでは、歴史的な建築物のみが文化財として集中的に関心を呼ぶ傾向が強く、建築物を支えている道路網構成については、歴みち事業が実施される地区を除いてはあまり積極的に議論なされてこなかった。さらに全国で都市計画道路の見直しが積極的に行われており、歴史的な地区において過去に決定された都市計画道路を積極的に今一度考えることができる時期にある。そこで本研究では、重伝建地区内に都市計画道路はどのように配置されているかその実態を明らかにし、広域的な見地から都市計画決定された道路（幹線都市計画道路）の都市計画決定ならびに変更と重伝建地区指定との関係はどのようになっているかについて具体的な把握を行い、自治体関係者へのアンケートを通じて、現在の重伝建地区を取り巻く交通問題を整理し、重伝建地区における今後の都市交通施設整備について考察を加えることを目的とする。
