Highway Projects Utilities with Regional Viewpoint and National Viewpoint

地域視点と全体視点での高速道路計画の効用

In this paper, the authors analyze the relation between the regional conditions and the utility of expressways. Firstly, the authors consider the expressway evaluation model with a regional aspect and with a whole aspect by one dimensional simple model. Next, the authors extend the one dimensional model into two dimensional model by simple idea. The extended model makes it possible for the authors to evaluate the constructed and the planned expressways. The authors thought up a new method using both the cosine value and the gravity model. With these methods, the authors analyze expressway of Japanese prefectural data. As a result, the authors find that the possibility of bigger utility for construction expressways in rural area by one dimensional model, but they also find bigger utility for expressways in metropolitan area from extended two-dimensional model.本研究では居住する位置と高速道路の効用の関係はどのようにモデル化できるかを考察する。手順として、まず建設を推進する視点として、地域視点と全体視点の二つを想定し、それを単純な一次元モデルで考察する。次に都道府県単位で分析することを前提として、一次元モデルを二次元上で利用するための簡便な拡張方法を提案する。それは、余弦値と重力モデルをあわせた考え方による方法であり、二つの視点それぞれに対応した指標を提示する。そして、その方法によって推定された効用が建設経過等と関係があるかどうかを分析し、簡便法の意味を考察する。その結果、一次元モデルでは本来交通需要が少ない地域周辺域の高速道路の効用が大きいため、周辺部のみに高速道路が建設される可能性が示されたが、それを拡張した二次元でモデルの都道府県別データへの適用結果では大都市圏への人口集中などの影響により地域中央部の高速道路の効用が大きいことが示された。
