The Practical Formulation of Disaster Debris Transport Planning with Traffic Conditions
The damage caused by the Great East Japan earthquake and tsunami disaster that occurred on 11 March 2011 was extremely severe. When such a disaster-stricken area is reconstructed, an immediate debris disposal treatment is indispensable for early reconstruction. In addition, the Great Nankai and Tonankai earthquakes are expected to occur with an estimated 60%–70%, in the next 30 years. In a worst-case scenario, the total death toll for an earthquake and tsunami disaster is estimated to be 320,000. In terms of disaster countermeasures, the disaster debris should be removed from the damaged area as well as processed in final processing site. Therefore, the disaster debris transport problem is defined as a transport problem of debris from the damaged area to the debris processing site. The study aims at formulating the disaster debris transport problem with network equilibrium constraints. The disaster debris transport problem can be formulated with two stages for debris removal in the damaged area and debris disposal processing in realistic modelling. The formulation of mathematical programming would be applied to describe the mechanism of disaster debris transport. The essential elements of debris transport problem are summarized with referring to the numerical examples. The number of transport trucks is essential to determine the efficiency of debris removal. On the other hand, the period of debris transport would depend on the performance of debris processing.
