Study on the Condition of Public Parking Use and Utilization in City Center

中心市街地に立地する公営駐車場の利用実態とその活用に関する研究

This study aims to clarify the condition of the public parking for the city working on the city center revitalization, and to propose the improvement method of the public parking for city center revitalization. As a result of analysis, the authors clarify that the use of public parking is poor on a nationwide scale. On the other hand, at cities where the level of parking use is relatively high, the price cut of parking fees and the setting of parking free time is executed. For the city center revitalization in the future, effective use for the public parking is necessary to the increase of visitors. The authors think that free fees of fixed time without use condition is effective for increase of visitors. 本研究は、中心市街地活性化に取り組む119都市を対象に、公営駐車場の利用実態を明らかにすること、中心市街地活性化を目標とした公営駐車場の活用策を提言することを目的とする。まず、公営駐車場を有する89市287箇所の分析の結果、公営駐車場は、規模と立地場所の両面で利便性が高いものの、その利用の程度は全国的に低いことが明らかになった。一方、利用の程度が相対的に高い都市では、中心市街地への来街目的が存在することに加えて、料金の値下げや駐車無料時間の設定が実施されていた。今後の中心市街地活性化には、来街者の増加を目指し、自家用車利用も取り込んだ公営駐車場の有効利用が必要である。そのためには可能な限り利用条件を付けない、一定の駐車時間無料化が有効だと考える。
