Los Angeles County Abandons 'Worst First' Pavement Program

The Los Angeles County Department of Public Works (DPW) established a sustainable pavement treatment approach in response to challenges placed on local agencies throughout the state of California by the need to develop strategies to manage road networks on insufficient financial resources. The approach focuses on reducing greenhouse gas (GHG) emissions, cost effectiveness, impacts to California's landfills, and energy usage, and it replaced the former approach of "worst first," which entailed waiting for the road distresses to appear before treatment. Details of the pavement treatment program are presented in this article.
