Responding to Comments on an Environmental Impact Statement

This Handbook provides information for developing responses to comments on an environmental impact statement (EIS) under the National Environmental Policy Act (NEPA). It also covers the issues associated with responding to comments on an Environmental Assessment (EA). Issues covered in this Handbook include: (1) Preparing for the comment period; (2) Inviting comments on a Draft EIS; (3) Reviewing and categorizing comments; (4) Developing responses to comments; (5) Checking responses for accuracy and responsiveness; (6) Formats for presenting comments and responses; (7) Responding to comments on a Final EIS; (8) Responding to comments on an EA; (9) Responding to comments raising legal issues; and (10) Deciding whether to prepare a supplemental NEPA document.
