Pansuevia's Private Highway for Germany

This article discusses how Germany is using public-private partnership (PPP) for the renovation and rebuilding of a new section of the A8 Autobahn in southern Germany. Most newbuild and renovation work for autobahns is normally done at the federal level but in recent years Germany is looking at utilizing some private investments. Trucks over 12 tonnes are paying according to distance and emission class to aid in maintenance costs for most highways in Germany, but the Pansuevia project is different. It is using a shadow tolling arrangement that is calculated on highway traffic alone, not vehicle class. The roadway is already in operation so it must remain open during the reconstruction.
