The Effect of Owning a Car on Travel Behavior: Evidence from the Beijing License Plate Lottery

To combat congestion, Beijing limits automobile ownership through a license plate lottery. To purchase a car a resident must win a monthly drawing for a license plate. This report uses the lottery outcomes to examine the number of vehicles in Beijing and vehicle ownership effect on travel behavior. The authors find that, while Beijing's vehicle restriction policy reduces overall car ownership by 20%, there is little impact on distance traveled and travel time.
