2016 Availability and Disparity Study

The study examined whether there was a level playing field for minority- and women-owned firms in the Montana transportation contracting marketplace and for Montana Department of Transportation (MDT) contracting. This information helps MDT set an overall goal for Disadvantage Business Enterprise (DBE) participation in its contracts that use funds from the Federal Highway Administration (FHWA). Study results also aid MDT as it operates the Federal DBE Program. The U.S. Department of Transportation recommends that agencies such as MDT conduct disparity studies. Keen Independent Research examined the relative availability of minority- and women-owned firms and other firms for MDT contracts to establish benchmarks for comparison with actual minority-owned businesses (MBE) and white-women owned businesses (WBE) utilization for those contracts. The study team also used availability analyses as inputs to analyzing an overall DBE goal for FHWA-funded contracts.
