Washington Public Ports Association Marine Terminal AKART and ISGP Corrective Action Guidance Manual

Nationwide industrial stormwater general permits (ISGPs) are getting more specific and stringent. Nowhere is this more pronounced than at waterfront marine cargo facilities in the western states of Washington, Oregon, and California where new ISGP requirements have been very difficult for industry to understand and are costing marine terminal operators more than ever to comply with. The Washington Public Ports Association (WPPA) commissioned a recent study intended to aid marine terminals and other industries in establishing what constitutes all known, available, and reasonable methods of prevention, control, and treatment (AKART) for stormwater discharges at their facilities. AKART is a corollary to federal requirements to apply best available technology economically achievable (BAT). The WPPA manual was commissioned to define these terms and the included stormwater management approaches relevant and useful for all industrial facility owners and operators, engineering consultants, regulators, and stormwater program managers regardless of the where they’re located.
