A Systems-Based Framework to Measure, Predict, and Manage Fatigue

This chapter presents a systems-based framework designed to measure, predict, and manage transportation operator fatigue. The author notes that there is growing interest in applying fatigue models to support and evaluate safety-critical initiatives, such as scheduling, accident investigation, and hours-of-service rule making and compliance. However, the empirical data about whether current fatigue models are used as intended, how effectively they predict fatigue, and how they might be improved is quite limited. The author reviews a sample of current fatigue models, identifies performance gaps with a gap analysis, and describes an overarching framework to guide next-generation fatigue model development. The author’s proposed eight-state model offers a systems-based approach that better integrates contributing internal and external fatigue factors. The eight variables are: physiological components; performance traits and practices; demographics; health and wellness profiles; schedule dynamics; task demands; environmental variables, such as lighting and temperature; and socioeconomic dimensions. The author concludes by recommending steps for implementing, tracking, evaluating, and enhancing this new generation of fatigue models.
