THE OCEAN DUMPING CONVENTION -- A HOPEFUL BEGINNING
The author presents an optimistic statement on a convention on the dumping of wastes at sea. The definition of dumping includes any deliberate disposal at sea of wastes or other matter from vessels, aircraft, platforms or other man-made structures, as well as the disposal of such a vessel, aircraft, platform or other made structure. The basic thrust of the convention is to require the contracting parties to prohibit all dumping of wastes or other matter in the sea. Information is given on institutional arrangements, jurisdiction, and amendment procedures.
