Independent technical evaluation of innovative road building products through the TIPES process

Technological innovation in the road construction sector can be described as measured and incremental. General reluctance to experiment with new technologies follows from uncertainty regarding performance, especially when products fall outside the scope of existing standards and specifications. Organisations and technical assessment schemes have been created in various countries to manage the risks associated with the use of non-standard products and to promote innovation in road construction. In Australia, the Transport Infrastructure Product Evaluation Scheme (TIPES) was recently introduced as a standardised national scheme for the independent, expert evaluation of innovative road construction products. The goal of TIPES is to improve the efficiency of road construction investment and operations by supporting and promoting well-tested technologies, creating consistency, reliability, safety and reduced expenditure. The objective of this paper is to illustrate the role of standard technical assessment schemes in advancing the use of innovative products and further, to describe the current Australian TIPES assessment process.
