FIVE-YEAR COORDINATED PLAN FOR ARCTIC RESEARCH
The Interagency Arctic Research Coordinating Committee has conducted an updating and revision of the Five-Year Coordinated Plan for Arctic Research, orginally published in February 1972. This plan describes the programs of the member agencies of the IARCC. There are areas of research where interagency coordination is not yet adequate as data is not always available. Much of the material used in this document was assembled over an extended time period. Thus, by the time this document is published some of the planned projects will have been completed, modified, or abandoned. Many sections of this document have historical connotations. Procedures are being established that will lessen this problem and place emphasis on plans for future research as originally intended. A separate study is planned that will identify research gaps and overlaps in the Five-Year Plan and consider research areas requiring priority attention. Funds expended for logistic support of arctic research, shown in the funding tables, constitute a significant expense. The Arctic presents unique physical problems which must be overcome before large projects can be conducted safely and efficiently. Without the identification of these associated costs, the funding tables would fail to provide an accurate estimate of the expenditures. However, because it has been difficult to separate the cost of support from that of research, the estimates given indicate merely the order of magnitude of the logistic costs. The budget figures projected in the plan are estimates and do not imply any commitment for future funding on the part of any agency.
