ENERGY SHORTAGE STRIKES HOME
In auto plants, on Wall Street, on Texas farms, at California truck stops--effect of fuel scarcity is spreading fast. For Congress and the White House, a major challenge: Find ways to soften the impact, avert possible chaos.
