Cost-benefit analysis of options for certification, validation, monitoring and reporting of heavy-duty vehicle fuel consumption and CO₂ emissions
A specific service request has been issued by the European Commission (EC) under Framework Service Contract CLIMA.C.2/FRA/2013/0007. The work under this contract, managed by TNO, has the objective to identify, define and assess options for Certification, Validation, and Reporting and Monitoring of fuel consumption and CO₂ emissions from heavy-duty vehicles. The assessment of these options is needed regarding the quality, costs to the relevant stakeholders and stakeholder preference. This enables the EC to choose the best options for its goal: to be able to determine, monitor and positively influence the trends of CO₂ emissions of the EU fleet of heavy-duty vehicles and of individual vehicles. The Commission will ultimately utilize this work to support the development of future legislation to curb CO₂ emissions of heavy-duty vehicles. The consortium assembled for the work consists of specialists from TÜV NORD Mobilität, the International Council on Clean Transportation (ICCT) and TNO. A number of options has been defined and assessed for the certification of the CO₂ emission of heavy-duty vehicles and for the reporting and monitoring of the CO₂ emission. For certification, the focus was on methods for CO₂ determination, the checking of the conformity of production and the ex-post validation of the CO₂ emissions
