A NATIONAL RECYCLING PROGRAM
Some of the factors that have thus far slowed the development of recycling as a practical and realistic alternative for waste disposal are reviewed. Then a national program system for recycling, which can be established within the next few years, and which will overcome many of the current obstacles, is proposed. Simply stated, it is: Broaden the scope and size of the recycling system to take full advantage of the economics of large-scale processing, transportation, and marketing.
