Could more adults in Inner Melbourne see cycling as safe enough for short trips?
Travel by bike in Melbourne (and other Australian cities) is rarely perceived as a safe choice. In several cities safety for cyclists is being improved and cycling is being promoted as a valuable but low cost, equitable and sustainable means of travel that provides incidental exercise and reduces sedentary related disease. Amsterdam and/or Copenhagen are exemplar cycling cities that have outstanding safety performance and high levels of cycling. When looking to learn from these cities the main focus has usually been on cycling infrastructure, my research however points to several additional factors. In this paper I discuss the importance of understanding historical context and appreciating the variables that affect safety for potential everyday travel by bike. Variables that can be changed in the medium to longer term include: Perceived mobility options, Regulations, Infrastructure, Vehicles, Accessible activities, Design, Other users, Government policy, and Experience of users, my PRIVADOGE framework, developed from key informant interviews and site observations in the three cities and from document analysis.
