State Aeronautics Roles in Developing Emergency Air Operations Branches
The California Department of Transportation's Division of Aeronautics wanted to clarify its authority under state and federal law for establishing a state-level emergency Air Coordination Group (ACG), which is intended to augment air response to federal- and state-declared emergencies. The division also wanted to learn from the experience of other state aeronautics divisions and collect best practices for establishing a state-led ACG or Air Operations Branch (AOB). California state code appears to allow the establishment of an ACG. A survey of state practices identified eight respondents with defined AOB procedures. The survey and other information suggest that is not particularly common for state aeronautics divisions to be central to the establishment of emergency AOBs.
