Brazilian open-access plan takes shape
As construction projects are underway that promise to rebalance logistics in favor of rail over road, Brazil's railway network is entering an exciting new era. Also in the works are initiatives to stimulate the domestic railway manufacturing industry, as well as its supply chain, following inconsistent production that has lasted for years. However, despite the promise of this progress, challenges face this country, as well, as detailed in this article. A general mistrust has swept through the rail industry in Brazil about the structure of the concession model proposed for the new infrastructure, which is based on the open-access freight model Europe uses that allows multiple operators to bid for paths on the same route. The desire to introduce an open-access model has also intensified calls for greater standardization in infrastructure. While Brazil's railway reforms have some obstacles to overcome, if the Ministry of Transport can break through and get the first project up and running, it could spark the railway revolution needed to deliver the economic growth warranted by the country's size and resources.
