Strengthening the Role of Cycle Rickshaws as Complimentary/Feeder to Public Transport Service in Lucknow, Uttar Pradesh, India

The objective of this paper is to assess and strengthen the role of cycle rickshaw service in Lucknow the capital of state of Uttar Pradesh in India. Lucknow has a very high share of NMV modes (41%) and cycle rickshaw seems an integral part of it. To know the role of cycle rickshaws surveys were conducted at selected locations which are major nodes of the city. This paper analyses cycle rickshaw user’s perspective, pullers perspective and contractor’s perspective in terms of travel behaviour, safety, comfort and travel experience; puller’s annual income & expenditure, availability of supporting infrastructure; and contractor’s yearly income & expenditure. The results of the analysis show that cycle rickshaw is commonly used for shorter trips of about 3-4 km, but the service is viewed more of a charity for the poor and never used as a tool to strengthen the city transport system. The sector faces major challenges such as ignorance by the city authorities, no fixed fare and unorganised operation, which are detrimental to the service, though it has huge potential to become a complimentary or a feeder service to the public transport system. Thus, assessment of the role of cycle rickshaw service in the transportation system becomes important to rejuvenate the much useful cycle rickshaw service, based on the survey findings one can recommend dial a rickshaw concept to regularize the service, provision of supportive infrastructure, inclusion of NGOs, co-operatives & funding agencies can enhance the riding experience of users and quality of life of pullers
