Cooperative intelligent transport systems (C-ITS) - an overview of the ARRB/Austroads C-ITS work program 2010-2013
This paper provides an overview of cooperative intelligent transport systems (C-ITS) including their benefits and typical applications. The paper shows why Austroads is undertaking investigations into the framework required to be put in place to deploy the evolving C-ITS platform/s being developed internationally. The paper also discusses the Austroads C-ITS program being undertaken to prepare for this. In light of road safety concerns and increasing traffic congestion, Australian road agencies are seeking new opportunities to improve road safety and ways of controlling traffic in order to improve the productivity of the road network. C-ITS is one such opportunity. C-ITS is a subset of ITS. C-ITS uses wireless telecommunication technology to enable communication and real-time information sharing between vehicles and both central and roadside infrastructure. The magnitude of the outcomes will be dependent on the penetration rate and proportion of vehicle kilometres travelled by equipped vehicles, in addition to the number and extent of applications and services deployed. Some connectivity between vehicles and infrastructure is already deployed (e.g. electronic toll collection, dynamic traveller information communicated into the vehicle). However, international regions are expected to enable low-latency dedicated short range communications (DSRC) between vehicles and between vehicles and roadside C-ITS infrastructure commercially in some markets from 2015 onwards.
