Level of service framework for network operation planning

The level-of-service (LOS) framework for network operation planning needs to consider the broad and multi-dimensional needs of various road user groups; be able to highlight likely issues of trade-offs of performance between the LOS for these road user groups; be able to communicate performance concepts to a broad range of audiences; and be applicable in cases where data is limited. An LOS framework that is suitable for network operation planning was developed and is presented, in part, in this paper. The complete LOS framework will be made available in the forthcoming Level-of-Service Metrics (for Network Operation Planning) report. The framework was developed through a consultative process with a selected panel of experts and practitioners from Australia and New Zealand. The LOS framework covers five road user groups, including private motorists, transit users, pedestrians, cyclists and freight operators.
