Reducing non-motorised transport casualties in African cities: a multi-sectoral approach

This paper covers the challenges that non-motorised transport (NMT) road users (pedestrians and cyclists) are facing on roads in African cities. The paper also covers suggested measures that should be implemented in order to reduce NMT road user casualties in line with the five pillars of the DOA 2011 – 2020. A reduction in non-motorised transport road user fatalities is regarded as a priority if Africa wants to achieve the reduced target as set by the DoA. Furthermore, to make this happen a major shift in NMT planning and operations are required in areas such as the protection of vulnerable road users, improvement of road network planning by providing NMT infrastructure and separating NMT users horizontally and vertically from motorised traffic. Also required is the improvement of public transport systems to reduce walking and cycling over longer distances in cities, improved traffic law enforcement for drivers to respect the rights of NMT road users and vice versa, improving surveillance and emergency medical services to save human lives, implementing proper road crash data systems to identify hazardous NMT locations on the road networks; and above all, providing sustainable funding sources for the improvement and maintenance of NMT infrastructure, training of road users and traffic law enforcement. It is concluded that instead of the current piecemeal or adhoc approach to improve or create NMT environments in African cities, an incremental approach is required whereby NMT policies, strategies and master plans are put into place first to steer the planning and implementation process forward.
