EU Project EPTA: model for European public transport authority as a key factor to transport sustainability: the case of Bologna.
From the end of the 20th century up to today, local governments, while keeping the political responsibility of Public Transport services, more and more often are turning to the market to provide transport services in outsourcing, entrusting the management of the service to an Operator. At the same time, local governments are establishing Public Transport Authorities (PTA) whose duties include service planning, service awarding procedures and drafting of the contract of service which describes the conditions for PT provision by the Operator. The European Project EPTA, within the INTERREG IVC Program, aims, through the elaboration of some Feasibility Studies, at increasing Public Transport sustainability by identifying a model of PTA as a powerful tool of governance. In this paper a general overview of the project will be given, and a detailed description of one of the produced feasibility studies (regarding the control of the provided service) will be presented in detail.
