European lessons for California new HSR project: a comparative study using the Spanish network

Three years after the publication, in April 2009, of the first American High Speed Rail (HSR) Strategic Plan, the only HSR line to be constructed in the USA, according to international standards, will be the California project. Spain, with more than 20 years of operation experience, has the longest HSR network in Europe (2.900 km.) and boasts about being, behind China, the second in the worldwide ranking. The main objective of this paper is to demonstrate that although the size of Spain, the total population and the average inhabitants density are similar to California values, the mobility and territorial impacts to be generated by the new HSR line should not be directly extrapolated from the Spanish case. Using a comparative methodology in which transport mobility is analysed with the same spatial scale in both countries, some relevant conclusions are obtained. Finally, this research will provide the authorities and policy makers with useful recommendations in order to detail the most suitable operation conditions for the California HSR corridor.
